Our History

IC Care is owned and operated by local Ohio Valley residents, husband and wife, Phil and Stephanie Sauvageot. They cherish their local roots and would like you to get to know a little about them and IC Care.

In 2010, Phil and Stephanie had several conversations about starting an in-home care company. Phil is an accountant and owner of an accounting/staffing agency in Wheeling, IC Staffing, which he founded in 2010. He decided to establish IC Care in December 2011 under the umbrella of IC Staffing. 

Stephanie joined IC Care formally in June 2012. A natural fit, she has been involved in the healthcare field for over 15 years and was a Registered Nurse with Ohio Valley Medical Center in Wheeling and holds both her bachelor’s and master’s degrees in the nursing field. She formulates the personalized care plans for IC Care’s clients and is deeply involved in the ongoing assurance of quality of care.

These backgrounds have helped to shape the identity and “philosophy of care” for IC Care. The approach is holistic. IC Care’s professional staff recognizes and appreciates the entire dignity of the human person —physically, emotionally, socially and spiritually. They are committed to a high standard of care that is a deserved must for our fellow Ohio Valley residents. Each person of IC Care’s professional staff does their part to ensure excellence in quality of care and takes pride in getting to know their clients and families personally.

Phil and Stephanie view their business as a ministry of service in action to those in need of caring hands and loving hearts. To ensure this integrity, IC Care’s professional staff collaborates together to make every effort to select just the right Companion for you.

IC Care Companions are trained and oriented in the philosophy of care set forth by the Sauvageot’s. Its professional staff works closely with both IC Care Companions and its clients and families.

Phil is the founder and co-owner of IC CARE and currently serves as the CFO of the organization. Born and raised in Bridgeport, Ohio, Phil attended the University of Akron after high school for his bachelor’s degree in Accounting. In addition to his role with IC CARE, he has an ownership stake in several other business ventures that are focused in a variety of service industries. Prior to opening and acquiring his own small businesses, Phil had over 15 years of financial accounting experience working in the retail, distribution and engineering industries with specific focus on human resources, financial systems, process re-engineering, internal controls and overall financial operations. He has served as a Financial Controller both domestically for a $25 million dollar government contracting firm and internationally for a $100 million dollar division of a billion dollar publicly trade retailer.

Phil’s past personal experience with his paternal grandmother is what prompted him to start the homecare organization. His grandmother was diagnosed with dementia in her 90(s). She had always been a strong, independent woman who raised a family while working full time as nurse in Wheeling, WV. She and her husband, Phil’s grandfather, played an enormous role in his upbringing as a child. Phil witnessed first-hand the emotional, physical and spiritual drain that his grandmother’s condition brought onto his father and uncle while they cared for their mother. His dad, uncle and their spouses all made sacrifices in their personal lives to care for this wonderful woman as she fought the disease. It became obvious to Phil that there was a way that he could start a company focused on caring for seniors to improve their quality of life later in life. This became the driving force behind IC CARE’s beginnings and its message is still the primary goal today.

Stephanie Sauvageot

Stephanie believes that she was born to be a caregiver. Her life has been nurturing others since her beginnings with caring for her baby dolls; to babysitting through her teens; to teaching dance and gymnastics in high school through college, working summer camps for burn victims, serving as a youth minister and church deacon; developing a child life program in a burn center; nursing patients in oncology and women’s services departments; and her greatest caregiving accomplishment – being a mother to 3 amazing boys.

Educationally, Stephanie completed a BS in Dietetics and Nutrition from the University of Akron. She went on to further her education and received a MA in Child Life also from the University of Akron. After working and traveling through Akron/Cleveland, Pittsburgh, and Mexico, Stephanie returned to her Ohio Valley roots to raise her family. Upon returning to the Wheeling area, Stephanie enrolled at West Virginia Northern Community College to complete an Associates in Nursing. As a Registered Nurse, Stephanie hoped to establish a career that would allow her to make in impact on her local community. Out of that desire to make a positive daily impact on others, Stephanie joined the IC CARE ownership team.
